Ticket distribution by main parties

Today is 25th March 2012 and tomorrow is the last date to file nomination for the MCD Elections in Delhi but the both main parties Congress & BJP have not anounced their candidates for the different wards.  People & media are just guessing about the candidates...  

Are both parties waiting for each other to anounce the candidates so they can field equally or more powerful candidates ?

The picture will get clear by today evening or tomorrow morning and the aggressive mode of campaigning will also start from tomorrow for winning the 3 municipal corporations of north delhi, south delhi & east delhi.
